Grants & Special Projects

2021 California Nonprofit of the Year Award

Heiner was the Founding Executive Director and Chair (2019-23) of the CSU Project Rebound Consortium Opens in new window and the Founder and former Executive Director (2016-2022) of Project Rebound at CSU Fullerton, which is the recipient of the 2021 California Nonprofit of the Year Award for the 65th Assembly District. The mission of Project Rebound is to support the higher education and successful reintegration of the formerly incarcerated.

Under Heiner's leadership, the CSU Project Rebound Consortium was established and expanded into a state- and grant-funded network of 18 CSU campus programs designed to institute equitable access, build infrastructures of care, cultivate life-affirming communities of belonging, and provide basic needs and co-curricular supports for students with an incarceration experience. Heiner provided strategic direction and operational oversight to develop and scale programs statewide and secured over $38,000,000 in state appropriations and $6,000,000 in philanthropic gifts and grants for innovative reentry and student success initiatives at CSU Fullerton and across the CSU.

In 2018, Project Rebound at CSU Fullerton established the John Irwin House Opens in new window , the first transformative housing community for formerly incarcerated university students in the nation, which was featured in The Nation magazine and recognized by the California State Senate and State Assembly, which appropriated funds to replicate the model in other parts of the state.
