Please note the launchers have a full release screw that disables the launcher. If the spring mechanism won't lock check that the screw under the push button is pushed down and screwed in as shown below.
Note screw under button is unscrewed, disabling the launcher loading mechanism. This happens when turning said screw CCW as many students will do for whatever reason.
Pressing down on the screw releases the disable. While pressed down screw it in CW to hold it.
