FY 2024 (07/01/2024 to 06/30/2025) Year-End Close Guidelines

In order to ensure the accuracy of the University’s financial records and the fiscal year-end financial statements and to assure an efficient fiscal year-end close, the processing guidelines attached to this memo have been established. All processes and timelines have been reviewed and updated as appropriate to provide as much flexibility as possible to the campus community.

All documents are due by the close of business on the dates specified unless otherwise indicated. All requests received after the specified deadline date will be processed in FY 2025 (07/01/2025 to 06/30/2026).

A year-end close workshop has been scheduled to provide an overview of the fiscal year-end close regulations, timelines, and reporting requirements. The workshop will be conducted on Monday, March 17, 2025, from 1:30 PM to 3:30 PM via Zoom. Registration is required to attend.

Please feel free to disseminate this information to the appropriate individuals within your organization. This memo will also be posted to the Financial Services website. Additional communication reminders will be distributed throughout the process.

  • Training Program: The new official Financial Services Training Program was launched in January 2025. This program includes expert-led training sessions, hands-on training, networking opportunities, and a certificate of completion.
  • IRA New Expense Account Codes: New expense account codes were added to the IRA-TA002 Funds, providing greater flexibility for expenditures.
  • P-Card Program Guidelines: The P-Card Policy was updated as of January 1, 2025.

Celebrating New Beginnings: Frances Petrella's Retirement and Justin Chan's Promotion to Associate Director of Accounting Services and Financial Reporting

Retirement Announcement for Frances Petrella

After 19 years of dedicated service, Frances Petrella is retiring from California State University, Fullerton. Frances began her journey at the Irvine campus in December 2009 as an Accounting Technician II, quickly becoming an invaluable team member. Her proactive approach and ability to collaborate across departments allowed her to address students’ various financial and academic needs effectively.

Upon transferring to the main campus, Frances continued to demonstrate her value in the Cashier’s Office and later in Collections. As a Collections Representative II, she made key recommendations to improve the tracking of past-due accounts and streamline collection processes, enhancing the team’s efficiency and overall effectiveness.

Throughout her career, Frances remained deeply committed to student success, going above and beyond to provide guidance and ensure students could continue their education without unnecessary barriers. Her empathy, care, and advocacy for students left a lasting impact on many individuals and significantly contributed to the positive student experience.

Thank you, Frances, for your unwavering dedication and service. You will be greatly missed.


Congratulations to Justin Chan! 

We are thrilled to announce that Justin Chan has officially been promoted from Interim to Associate Director of the Accounting Services and Financial Reporting Department (ASFR) as of January 13, 2025. Justin served in the interim position from May 2024 to January 2025. His dedication, hard work, and leadership have been truly inspiring. His innovative approach and collaborative spirit have made a significant impact on our team and the entire university.

Please join us in congratulating Justin on this well-deserved promotion! Let's celebrate his achievements and look forward to the continued success he will bring to our department.

Mileage Reimbursement Rates Update - Jan 2025

Please be advised of the following change to the mileage reimbursement rates effective January 1, 2025:

The IRS mileage reimbursement rates for calendar year 2025 are as follows:

  • Standard mileage rate for business travel: $0.70/mile ($0.67 in 2024)
  • Moving relocation mileage rate: $0.21/mile ($.21 in 2024 – no change)

Information on Travel Operations and the updated policy are available on the Travel Operations website.
