PDFs have many pitfalls for accessibility, the biggest being the reading order. When you create documents in PDF, how and what order you add and move content around can change the order the document is read to techonogy, including assisstive technologies for people with disabilities.

Shoutout to Boise State for this article on their website that shows how skewed a document can be read when made incorrectly. They then compare it to a corrected version. Finally, the bottom of the article shows how most PDF documents can be made into fully accessible web pages instead.
