The Bilingual Authorization (BiAu) Program
READING THE WORLD AND WORDS WITH BILITERATE EYES
The Bilingual Authorization (BiAu) Program within the College of Education at California State University, Fullerton (CSUF), prepares Multiple Subject, Single Subject and Education Specialist teacher candidates as well as teaching credential holders to teach in K-12 Spanish, Khmer, Korean, Mandarin, and/or Vietnamese bilingual and dual immersion classrooms. The BiAu program in Filipino and Hmong languages is also available through the Asian BTEP Consortium of which CSUF in a member.
REACH
Candidates develop an in-depth knowledge on how to read the words and the world with critical eyes. Candidates acquire an additive approach when working with second language learners. Candidates build the foundation for a culturally and linguistically responsive pedagogy.
TEACH
All participants are involved in fieldwork activities with K-12 students from language of emphasis. Candidates demonstrate expertise in:
a) Language Proficiency
b) Culturally and Linguistically Responsive Practices
c) Engaged Pedagogy
What Does the BiAu Program Authorize me to Teach?

Instruction for English language development (ELD) designed specifically for EL students to develop their listening, speaking, reading, and writing skills in English.

Instruction for primary language development for EL students to develop their listening, speaking, reading, and writing skills in their primary language.

Specially Designed Academic Instruction Delivered in English (SDAIE) - instruction in a subject area delivered in English that is specially designed to provide EL students with access to the curriculum.

Content Instruction Delivered in the Primary Language - instruction for EL students in a subject area delivered in the students' primary language.

Program Requirements
1. Meet BiAu Admission Requirements
All candidates must hold a teaching credential in the state of California and an English Learner Authorization or they must be enrolled in a teaching credential program in an accredited university in California that includes the English Learners Authorization
For candidates who complete the Bilingual Authorization Program post credential, evidence of English learner authorization is required upon admission (e.g. 2042 authorization, CLAD or equivalent).
2. Successful Completion of two BiAu Courses in the target language
3. Proof of Language Proficiency
4. Complete Fieldwork Hours

Asian Language Bilingual Teacher Education Program Consortium
The Asian Language Bilingual Teacher Education Program (BTEP) Consortium represents a collective effort to support Asian language bilingual teacher education programs in California State Universities(CSU) and statewide. Funded by California Legislature funds, the Asian Language BTEP Consortiumaims to increase the number of credentialed teachers with Asian bilingual authorization to teach Vietnamese, Mandarin, Cantonese, Korean, Japanese, Hmong, Tagalog, and Khmer (Cambodian). The Asian Language BTEP Consortium offers two scholarships: up to $20,000 for K-12 teacher candidates aspiring to earn a teaching credential and bilingual authorization at CSU campuses and up to $2,200 for current teachers who already hold a California Teaching Credential and want to obtain a bilingual authorization to teach Asian languages.
